Skilton's Yard - Planning Objection
Planning Application Ref:
2008/0016

Letter to CCHT Members

Dear Member,

Skilton’s Yard – Home Yard Mill  - Planning Applications 2008/0016

We strongly urge you to object to the latest Skilton's Yard planning application 2008/0016.

Since the last application 2007/2834 was withdrawn in December when it was clear that the application would be rejected due to the impact of the new building on the residents behind Skilton's Yard, a number of minor alterations have been made to the overall application. The application, however, remains fundamentally the same and we strongly urge you to renew your objections to it based on the following grounds:

  1. The proposed changes will damage the amenity of the Conservation Area.
  2. The accommodation is too dense for such a restricted area - six 2 bed apartments of this style in this space is simply too much - particularly with the over-bearing and cramped new build design.
  3. Insufficient parking is provided. Four car parking spaces in an area with no public transport sufficiently close and with no other on or off street car parking available simply won't work and breaches the Elmbridge parking standards.
  4. Substantial loss of amenity - light and privacy - as a result of the scale of the new build component to the existing residents of Millwater Cottage and Home Yard Cottages.
  5. Road safety and traffic concerns - access to the site from Stoke Road is difficult and the building volume of traffic on Stoke Road should not be overlooked.

Over the past months CCHT have worked with the applicants and their agents to suggest improvements to the overall design. However, whilst the applicants have made substantial improvements to their original plans and now crucially propose to retain the core building intact we retain the view that the application is not yet right and thus we strongly urge you to object to the application.

It is VITAL that you take the time to repeat what you have previously written to Elmbridge. In planning terms this is considered to be a new application and we need to ensure that Elmbridge recognise the ongoing strength of feeling in relation to the redevelopment of Skilton's Yard.

As well as objecting yourself we would encourage you to ask your friends and neighbours to object - we need to demonstrate the strength of feeling to Elmbridge and ensure we don't allow over-development of this prime conservation site for Cobham.

It is essential that everyone in the Cobham area who would feel strongly about this redevelopment writes immediately to the Planning Department, Elmbridge Borough Council, Civic Centre, High Street, Esher, Surrey KT10 9SD or email tplan@elmbridge.gov.uk quoting the Planning Application reference above together with your name and address.

OBJECTIONS MUST BE SUBMITTED BY NO LATER THAN FRIDAY, 25th JANUARY 2008, so please act now.

Many thanks for your support in retaining Skilton's Yard.

Planning & Conservation Officer
