The CCHT has responded with the following letter to the Elmbridge Planning department.

Dear sir,

CCHT recognise the inevitability of the Homeyard Yard building being converted to residential housing.  We would have preferred that the existing building be retained as workshops with the external appearance unaltered but we finally accept that this is not a viable option. We have consistently argued the case for the reasonable and sustainable redevelopment of this site in the context of its local listing and the Conservation Area in which it sits.  As a result of this sustained effort and in recent times directly with the developer we now feel that the scheme proposed is finding a balance that respects the heritage of the site and Cobham, the local residents and the commercial needs of the developer.  In this context we therefore offer the following comments :

1.  Elmbridge and Surrey need to address the overall real parking and traffic issues which will result if the full design perspective of this site in the context of the Conservation Area are not taken into account.  This needs to include impacts on access for the neighbouring properties and also the knock-on impacts in other areas e.g. Spencer /Cedar Road.
2.  As the scheme moves into a full specification of the materials to be used then careful consideration must be given to these specifications.  We would urge that CAAC and CCHT are consulted on these matters on an ongoing basis.
3.  As the scheme moves forward then careful consideration needs to be given to how the design will be realised and the fabric of the original building and buildings be retained.
4.  As the scheme moves forward then very careful consideration needs to be given to the mechanics of movement on site and the impact on Cobham High Street and the surrounding areas. 5.  As the scheme moves forward then careful consideration needs to be given to the design and construction limitations of the listed buildings adjacent to Skilton's yard and the Old Mill opposite.  Any building works needs to be constrained with the understanding of these limitations.
5.  Previous applications had made insufficient provision for the storage of bins in a manner consistent with the Conservation Area. 
6.  A PPG16 (archaeological investigation) to be added to any permission and that a full photographic record of the old buildings is kept during the conversion
